MINUTES OF ASTON INGHAM PARISH COUNCIL MEETING HELD ON MONDAY 23RD SEPTEMBER 2013 AT 7.30 P.M. IN THE VILLAGE HALL

ATTENDED BY  Mr J. Whatley (Chairman), Mr C. Tormey, Mr J. Harding, Mr S. Burns, Mrs R. Tree

MINUTES OF JULY MEETING were read, approved and signed, with one amendment.

Following the meeting with Lynda Wilcox (H.A.L.C.) about the Neighbourhood Plan, the situation regarding Mr Green’s non-attendance of meetings was informally discussed. She stated that because Councillor Green had not attended a Parish Council meeting since December 2012, this meant that he was automatically disqualified from office. It was therefore decided that : -

  • A letter would be sent to Mr Green informing him of this decision and thanking him for his past service.
  • The electoral office would be notified.
  • The vacancy would be advertised.
MATTERS ARISING

1)     It was noted that a meeting was held on 9th September at 7.30 p.m. in the village hall at which Mrs Lynda Wilcox (H.A.L.C.) gave a presentation on Parish and Neighbourhood Plans. It was attended by Mr J. Whatley, (Chairman), Mr C. Tormey, Mr S. Burns, Mr J. Harding, Mrs R. Tree (Councillors) and Mr C. Tree (Parishioner). Apologies were received from Mr E. Green (Councillor) and Mrs H. Hobbs (Clerk)

2)     Stream clearing work to be arranged for the near future. Dates to be arranged.

3)     Letter to Mr Stallard to be sent.

4)     Mr Whatley and Mr Tormey attended the Balfour Beatty launch meeting. New software was to become available for reporting potholes. Nine areas in Herefordshire. Response to reports should be made more quickly.

5)     Salt bin by Knapp Cottage has been demolished by vehicle. Clerk to report and check requests for new bins and submit.

6)     Mr Tormey provided a gazebo for the display for the Village Cross project at Lea Show. It was featured in the Ross Gazette. £4066.58 has been raised already. Other fundraising projects are being planned. Thanks to those individuals and organizations who have made donations.

PLANNING

1)     Withymoor Farm 132319/F. Lean –to onto an existing calf shed to provide calf housing. The Parish Council had no objections.

2)     Sunnybank Cottage, Aston Crews 131541/FH. (August 2013) The Parish Council had no objections.

This application was approved with conditions.

AGRICULTURAL TRAFFIC

Large tractors and trailers travelling at speed through the village had been reported to the police. Two particular incidents were tracked and dealt with. Clerk to write to sergeant at Ross Police Station to thank them for dealing with the problem so efficiently.

NEIGHBOURHOOD WATCH – update

Thefts of water containers and a pig slaughtered in field adjacent to Aston Ingham Road were reported. Several thefts of poultry had also been reported. Combined meeting of NW to be held on following day.

MINUTES OF ASTON INGHAM PARISH COUNCIL MEETING HELD ON MONDAY 8TH JULY 2013 AT 7.30 P.M. IN THE VILLAGE HALL

 
ATTENDED BY Mr J. Whatley (Chairman), Mr C. Tormey, Mrs R. Tree, Mr J. Harding, Mr S. Burns.
 
APOLOGIES were received from Mr E. Green
 
MINUTES OF JUNE MEETING were read, approved and signed, with one amendment.
 
MATTERS ARISING
1)     PC-IRIS. Lynda Wilcox (H.A.L.C.) advised that no action be taken as Amey contract was finishing.
2)     Working party – highlighted the works not completed by Amey. Drainage holes were running straight into solid earth and therefore serving no purpose. Work to be continued on Monday 15th July at 10.00 a.m.
3)     Letter to Mr Stallard regarding water running off fields. Points discussed. Some areas to be checked before letter is sent.
4)     Village Cross. Possibility of flier to be put in Chimes regarding fundraising. Clerk to check with representatives from organizations who had donation forms whether there has been any response. Village Cross working party to meet on Wednesday 7th August at 7.30 p.m. at The Larches.
5)     Village Well, for which Parish Council is responsible, has been vandalised. Two men in a builder’s van dismantled part of it and caused a lot of damage. Area has been cleared and made safer and police have been informed. If anyone has any information regarding this theft, or would be interested in helping to restore the well please contact the Clerk.
 
PLANNING
1)     1 White Hart Cottages, Aston Crews. 131392/FH. Single storey extension. The Parish Council had no objections.
2)     Rock Farm, Lea. 131025/F. Use of land for the erection of polytunnels. (Retrospective). Mr Whatley had looked into policies regarding polytunnels and effects on overall health of economy  would take precedence. Majority vote in favour. (1 against, 1 abstention).

ANY OTHER MATTERS
 Mr Tormey asked the councillors to consider the possibility of the Parish Council purchasing a piece of land within the village to build sheltered housing for those residents who wish to stay in Aston Ingham.

MINUTES OF ASTON INGHAM PARISH COUNCIL MEETING HELD ON MONDAY 10TH JUNE 2013 AT 7.30 P.M. IN THE VILLAGE HALL
ATTENDED BY Mr J. Whatley (chairman), Mr C. Tormey, Mr J,. Harding, Mr S. Burns, Mrs R. Tree.
 
APOLOGIES WERE RECEIVED FROM Mr E. Green
Councillor Green is considering whether his health problems will allow him to continue as an active member of the Parish Council.
 
MINUTES OF ANNUAL MEETING (MAY) were read, approved and signed, with one amendment.
 
MATTERS ARISING
1)     Roads – PC-IRIS does not seem to be functioning effectively. Clerk to check with Lynda Wilcox (H.A.L.C.) to see if other councils are experiencing similar difficulties. Letter to be sent to Amey citing problems. Copy to Mr Bramer.
2)     Reply from Mr Stallard regarding water running off fields. Clerk to acknowledge. Reply to be drafted for next meeting after consultation with relevant/interested parties.
3)     Working party to clear silt of B4222 between Village Hall and Old Rectory to free drainage holes, and brambles by bridge over Ell Brook – Monday 8th July at 10.00 a.m.
4)     Libraries in Herefordshire. The Herefordshire Council have taken the decision not to close the libraries.
5)     Village/Church Cross. Mrs Tree is still waiting for specifications.
Funding applied for from English Heritage and other avenues are being explored. Refurbishment to be amended to ‘Coronation project’ instead of ‘Jubilee’.
Mrs Tree expressed her concern that the Chimes editor had refused to place a photograph of the Aston Ingham Village Cross on the front cover of The Chimes. Also a private email address had been published in connection with the Village Cross without consent. The Parish Council felt that this was not a council matter and needed to be resolved privately between Mrs Tree and the editors of The Chimes
PLANNING
  1. Land adjacent Millbrook Gardens, Lea. Erection of four dwellings. S1311040/0. Councillors had viewed this application online, as we were not consulted on this new application. Letter read from Mr Banner, Lea resident. The Parish Council were unanimously against this proposal on the grounds of volume of traffic, access and the flood risk.
  2. Letter from Mike Willmont regarding the publicity process for planning applications.

          3)     Clerk’s Salary. Mr Harding proposed Clerk’s salary (£200.00 for three months) be paid. Mr Tormey seconded. All in favour. Cheques written - £160.00 (clerk) £40.00 (H.M.R.C.)
 
ANY OTHER MATTERS
 
           v  Polytunnels – apparently there are no standard rules. Each case is judged individually.
 
           v  Parish Meeting minutes to be put onto Blogsite.

MINUTES OF ANNUAL MEETING OF ASTON INGHAM PARISH COUNCIL HELD ON WEDNESDAY 15TH MAY 2013 AT 7.30 P.M. IN THE VILLAGE HALL

ATTENDED BY  Mr J. Harding (Chairman), Mr J. Whatley, Mr C. Tormey, Mr S. Burns, Mrs R.Tree.
APOLOGIES WERE RECEIVED FROM Mr E. Green.
 
 
ELECTION OF OFFICERS
 
 
CHAIRMAN
Mr Harding proposed Mr Whatley, Mr Tormey seconded. All in favour. Mr Whatley took the chair and signed the Declaration of Acceptance of Office.
Mr Harding was thanked for his hard work and dedication over the last years.
 
 
VICE CHAIRMAN
Mr Harding proposed Mr Tormey, Mr Burns seconded. All in favour.
 
 
MINUTES OF APRIL MEETING were read, approved and signed, with one amendment. The Chimes web address - www.thechimes.org.uk  had not been included in note 3 of ‘Matters Arising’.
Chairman to visit Councillor Green to discuss problems in attending meetings.
Meeting at Larruperz Centre on May 23rd at 5.00 p.m. regarding proposed closure of Herefordshire libraries.
 
 
MATTERS ARISING
  1. Clerk to contact Mr Stallard regarding problems of water running off fields.
  2. Response from Amey with job numbers for road defects and fly tipping. Potholes on B4222 are the only ones attended to so far.
  3. Email from Ray Wallace regarding signage at Aston Crews.
  4. Blocked drains at Crews Hill causing flooding and highway dangers. Bob Haynes, Safety Officer, to be contacted.
  5. Advertisement and information regarding village cross to be put into next issue of The Chimes. Setting up of a village/church Standing Committee to be considered for the project.
  6. Mrs Potter’s suggestion for ‘adopting a footpath’ to be pursued. Clerk to contact Mrs Potter and liaise with Mr Whatley.
  7. Letter from Mr Willmont in response to letter to Andrew Ashcroft about amendments to Planning Permissions.

1)     Five Wells, Kilcot. S/130051/FH. Replacement garage. Approved with conditions.
2)     Bannock Tree, Aston Ingham Road. S/130848/FH. Proposed building of double garage. The Parish Council had no objections.
3)     Land adjoining Millbrook Gardens. New application for four dwellings. Parish Council, as adjoining parish, has not received notification. Councillors to look at online plans and report any comments to Mr Whatley.

MINUTES OF ASTON INGHAM PARISH COUNCIL MEETING HELD ON MONDAY 8TH APRIL 2013 AT 7.30 P.M. IN THE VILLAGE HALL
  


   ATTENDED BY Mr J. Harding (Chairman), Mr C. Tormey, Mr J. Whatley, Mr S. Burns,

   MINUTES OF MARCH MEETING were read, approved and signed.
 
   MATTERS ARISING

  1.    Potholes. The pothole near the junction of Barrel Lane and the B4222 had been filled, but the others         had not been attended to, although they had been reported again. Clerk to write to Amey mentioning outstanding problems (potholes by Lanx Cottage, opposite turning from B4222 to Oaks Lane, Oaks Lane itself and Beavans Hill). Reminders also to be given about overhanging hedge between Oaks Lane junction and School House and drains at Aston Crews and in village. Criteria /policy of Herefordshire Council to be requested from Amey and Harry Bramer regarding potholes, drains and hedges.
  2. Clerk to write to Ray Wallace asking for information on timescale for road markings at Aston Crews.
  3. Chimes website now up and running. www.thechimes.org.uk 
  4. Preaching Cross. New quotation through and grants to be applied for. Template agreed on for leaflet display.
  5. Agenda for Annual Parish meeting discussed – to include reports from organizations and feature on Preaching Cross.

    PLANNING       
1)  Bradstocks, Stoney Road, Kilcot 130558/FH. This application is being resubmitted but difficulty in accessing the information online highlighted various problems. The chairman requested that in future-
   a) The online applications are looked at promptly and comments submitted to the Parish Council Planning Officer

   b) Any difficulties in viewing the plans are reported to the clerk or planning officer 

   
   c) Paper plans are delivered directly to the planning officer. Mr Whatley declared an interest. (130558)

   2) Tennis Club have had to resubmit plans for floodlights as those erected are not as specified in the original
planning application.

   3) Clerk to write to Andrew Ashcroft, Head of Planning to request that the Parish Council be notified of any
amendments to planning permission.

   Acknowledgement of Precept

   Financial Statement circulated. Mrs Tree proposed that the accounts for 2012/2013 be adopted, Mr Tormey seconded. All in favour. Receipts and Payments book signed by clerk and chairman.

   As discussed at a previous meeting Mr Whatley was authorized to purchase the ‘Blue Book’ at approximate cost of £40.00. Mr Harding proposed, Mr Burns seconded. All in favour.

   Audit date – 17th June 2013

   ANY OTHER MATTERS

   Large heap of rubbish has been dumped in the gateway above Bella Vista. Clerk to report to Herefordshire Council.

   DATE OF NEXT MEETING – Monday 13th May (Annual Parish Meeting). This is to be followed by the Annual Meeting of the Parish Council if time allows. Alternative date – Wednesday 15th May.
