MINUTES OF ASTON INGHAM PARISH COUNCIL MEETING HELD ON MONDAY 14TH
JANUARY 2013 AT 7.30 P.M. IN THE VILLAGE HALL
ATTENDED BY Mr J. Harding (Chairman), Mr C. Tormey, Mr J.
Whatley, Mr S. Burns, Mrs R. Tree
APOLOGIES WERE RECEIVED FROM Mr E. Green
DISPENSATIONS
Letters had been received from all councillors requesting
a dispensation to discuss and vote in the setting of the annual Precepts
(2013/2014 and 2014/2015). Without these in place the council would become
inquorate and it was in the interest of the Parish that these discussions
should take place.
Mr Harding proposed, Mr Tormey seconded that all
dispensations should be granted for the setting of the Precept for the next two
years. All in favour.
This entitles Councillors Harding, Whatley, Tormey, Burns,
Tree and Green to participate in discussion and voting in the setting of the
annual Precept for 2013/2014 and2014/2015
MINUTES OF DECEMBER MEETING were read, approved and
signed.
MATTERS ARISING
1. 30
m.p.h. speed limit not in place. Carol Saunders (Customer Insight Unit) has
been in contact with Amey, but no satisfactory outcome has been reached. Clerk
to contact Mr Bramer if no response, giving dates of correspondence and
expressing the Council’s dissatisfaction.
2. The
work promised at Crews Hill has only been partially completed. Arrow signs on
bend, triangular warning signs and additional road markings are outstanding.
Clerk to contact Amey.
3. Flooding.
Response received from Mr Bramer, awaiting replies from other agencies. Tree
has been removed from brook by bridge and brush has been cleared.
A meeting at Oxenhall was held looking
into funding for managing the tributaries which feed the Leadon. This would
offer professional advice, practically and with ecological factors, which might
be helpful in preventing the Ell Brook from flooding in the future.
4. Potholes
to be reported on PC-IRIS. Lea Line, Beavans Hill, Stoney Road, Oaks Lane,
Darks Lane, Gypsy Lane and Warren Lane.
5. H.A.L.C.
information to be looked at regarding speeds of HGV’s for next meeting.
6. Preaching
Cross. Some problems with printing of leaflets. Faculty decision is awaited.
PLANNING APPLICATION PROCESS
Notification had been received from Mr M. Willmont
informing all Parish Councils that if they still wished to receive paper copies
of plans a charge of £4.00 per application would be introduced from 1st
January 2013. For councils without Internet access in the meeting place, and
where not all councillors use email this will cause problems, and there have
been a lot of complaints to the Herefordshire Council. Mr Harding proposed we
challenge this decision, Mrs Tree seconded. All in favour. Clerk to write to Mr
Willmont giving the Parish Council’s views.

Letter received from Mrs Bach regarding
overgrown hedges from Aston Bank to Church House. Notice to be put in The
Chimes reminding people of responsibilities of hedge maintenance. Clerk to
acknowledge letter.

Precept. After discussion Mr Burns proposed Precept be set at £2500.00. Mr
Whatley seconded. All in favour.
2) Invitation
to meetings for setting of Herefordshire Council budget.
ANY OTHER MATTERS
Village Hall representatives. Mr Burns and Mr
Tormey had agreed that in the interests of continuity it would be better to
attend a block of meetings rather than attend alternately. Mr Burns to
represent Parish Council for first block.
Parish Map to be put on agenda for February
meeting.

MEETING CLOSED AT 9.30 p.m.
The Aston Ingham Parish Council meeting is held in the committee room in
the Village Hall on the second Monday of each month (excluding August, unless a
special meeting needs to be called).
The meeting begins promptly at 7.30 p.m., and business is usually
finished by 9.30 – 10.00 p.m.
Parishioners are welcome to attend the monthly meetings, and if they
have any points of concern with respect to our parish to send a letter prior to
the meeting to our clerk, Heather Hobbs, Brooklands Cottage, Aston Ingham, HR9
7LS, for discussion at the meeting. Alternatively, points may be raised during
the allocated time for public submissions at the meeting.
