Meeting Minutes for 8th April 2013.




These minutes have been provided as the legal copy of proceedings of the Aston Ingham Parish Council Meetings for the information of Parishioners of Aston Ingham Parish.


MINUTES OF ASTON INGHAM PARISH COUNCIL MEETING HELD ON MONDAY 8TH APRIL 2013 AT 7.30 P.M. IN THE VILLAGE HALL
  


   ATTENDED BY Mr J. Harding (Chairman), Mr C. Tormey, Mr J. Whatley, Mr S. Burns,  
   Mrs R.Tree.
 
   APOLOGIES WERE RECEIVED FROM  Mr E. Green.
 
   MINUTES OF MARCH MEETING were read, approved and signed.
 
   MATTERS ARISING

  1.    Potholes. The pothole near the junction of Barrel Lane and the B4222 had been filled, but the others         had not been attended to, although they had been reported again. Clerk to write to Amey mentioning outstanding problems (potholes by Lanx Cottage, opposite turning from B4222 to Oaks Lane, Oaks Lane itself and Beavans Hill). Reminders also to be given about overhanging hedge between Oaks Lane junction and School House and drains at Aston Crews and in village. Criteria /policy of Herefordshire Council to be requested from Amey and Harry Bramer regarding potholes, drains and hedges.
  2. Clerk to write to Ray Wallace asking for information on timescale for road markings at Aston Crews.
  3. Chimes website now up and running. www.thechimes.org.uk 
  4. Preaching Cross. New quotation through and grants to be applied for. Template agreed on for leaflet display.
  5. Agenda for Annual Parish meeting discussed – to include reports from organizations and feature on Preaching Cross.

    PLANNING       
1)  Bradstocks, Stoney Road, Kilcot 130558/FH. This application is being resubmitted but difficulty in accessing the information online highlighted various problems. The chairman requested that in future-
   a) The online applications are looked at promptly and comments submitted to the Parish Council Planning Officer

   b) Any difficulties in viewing the plans are reported to the clerk or planning officer 

   
   c) Paper plans are delivered directly to the planning officer. Mr Whatley declared an interest. (130558)

   2) Tennis Club have had to resubmit plans for floodlights as those erected are not as specified in the original
planning application.

   3) Clerk to write to Andrew Ashcroft, Head of Planning to request that the Parish Council be notified of any
amendments to planning permission.

   Acknowledgement of Precept

   Financial Statement circulated. Mrs Tree proposed that the accounts for 2012/2013 be adopted, Mr Tormey seconded. All in favour. Receipts and Payments book signed by clerk and chairman.

   As discussed at a previous meeting Mr Whatley was authorized to purchase the ‘Blue Book’ at approximate cost of £40.00. Mr Harding proposed, Mr Burns seconded. All in favour.

   Audit date – 17th June 2013

   ANY OTHER MATTERS

   Large heap of rubbish has been dumped in the gateway above Bella Vista. Clerk to report to Herefordshire Council.

   DATE OF NEXT MEETING – Monday 13th May (Annual Parish Meeting). This is to be followed by the Annual Meeting of the Parish Council if time allows. Alternative date – Wednesday 15th May.

   MEETING CLOSED AT 9.30. p.m.

   The Aston Ingham Parish Council meeting is held in the committee room in the Village Hall on the second Monday of each month (excluding August, unless a special meeting needs to be called).

   The meeting begins promptly at 7.30 p.m., and business is usually finished by 9.30 – 10.00 p.m.

   Parishioners are welcome to attend the monthly meetings, and if they have any points of concern with respect to our parish to send a letter prior to the meeting to our clerk, Heather Hobbs, Brooklands Cottage, Aston Ingham, HR9 7LS, for discussion at the meeting. Alternatively, points may be raised during the allocated time for public submissions at the meeting.
